Standardize country names, convert them into one of 40 different coding schemes, convert between coding schemes, and assign region descriptors.

Updated the built-in country-code dictionary and synchronized it with the Python package.
Run canonical name variations and typed conversion cases from shared YAML fixtures in both the R and Python test suites.
Update VDEM codes to v.16. Thanks to @victorhartman PR #383.
Add eu27, a European Union membership code as of February 2020, excluding the United Kingdom. Thanks to @chcoste and @cjyetman for Issue #380.
Update World Bank region entries: "Afghanistan Middle East, North Africa, Afghanistan & Pakistan". Thanks to @gronert-m for Issue #381 and @cjyetman for helpful research.

Installs the current CRAN release. Prebuilt binaries on Windows and macOS.

Fast Ubuntu binaries via r2u (no compilation). The cranapt setup runs once and is skipped when it is already enabled. We list this channel from recorded r2u download activity rather than from a live index of the repository, so treat it as last known rather than guaranteed.

bspm (used by r2u) also needs make: sudo apt install make
