Created an html vignette entitled "A quick tour of qcc".
Moved R News paper to documentation.
Removed demos.
Improved appearance of graphs.
Control limits for p and np charts computed based on binomial quantiles (and not on normal approximation).
Control limits for c chart computed based on Poisson quantiles (and not on normal approximation).
Added head.start argument to cusum function.
Implemented OC curves for R and S charts.
Make xbar OC curves when confidence.level is used.

Installs the current CRAN release. Prebuilt binaries on Windows and macOS.

Fast Ubuntu binaries via r2u (no compilation). The cranapt setup runs once and is skipped when it is already enabled. We list this channel from recorded r2u download activity rather than from a live index of the repository, so treat it as last known rather than guaranteed.

bspm (used by r2u) also needs make: sudo apt install make
