Counterparts to R string manipulation functions that account for the effects of ANSI text formatting control sequences.

Changes in 1.0.7

Remove internal dependency to non-API R_nchar. This also updates to use Unicode 17 instead of the Unicode 13 used by R as of R4.5.1.
Add fansi_unicode_version() to report what version of the Unicode database is in use.

Installs the current CRAN release. Prebuilt binaries on Windows and macOS.

Fast Ubuntu binaries via r2u (no compilation). The cranapt setup runs once and is skipped when it is already enabled. We list this channel from recorded r2u download activity rather than from a live index of the repository, so treat it as last known rather than guaranteed.
